Probably either the patches youre getting are out of date or theyre fusee primary fs patches and you arent using fusee primary. If you go from Hekate to atmosphere you need the Hekate patches. (Tinfoil doesn't like that though.) If you inject fusee_primary as the payload to boot atmosphere directly, you'll need the fusee …
