Weapon damage dice are super unimportant for tons of builds, from Magi to Precision Rangers to any martial battlefield controller (Champion, Marshal Dedication, etc). The whip is easily the most underrated weapon in 2e, I legitimately think it's at the top end of the weapon list, easy S tier.
