Try rotating the steering wheel to different positions, i.e.., 2 o'clock,, 4 o'clock, 6 o'clock, etc, and check to see if the horn blows.It it blows, then I would think the clockspring is bad. If it doesn't blow, might still be clockspring but points more towards the steering column control module (SCCM).

The dealership wanted $435 to diagnose and replace the clock spring if needed. I took it to a local garage and they wanted $400 to replace the clock spring but did not have the diagnostic abilities. Reinstall any electrical connections into the horn switch and put the switch fully into place on the steering wheel. Step 3: Replace the screws.
