It is strong if it keeps activating, but it is not stable, so its not much of a priority. Effect: Reduces recoil when firing bowgun ammo.Build for full crit with weakness exploit, crit eye, crit boost. Piercing deco is important. Since weaken lasts for 3 minutes now, you can weaken different parts and shoot through them. Unfortunately LBG Rapid Fire Pierce 2 outclasses HBG Pierce in this game right now. But, if you want to do Pierce HBG, either the Narga HBG or Barioth HBG are strong options. Get Pierce Up, Weakness Exploit, Crit Boost, Attack Up for damage. You may want Ballistics (used to be Aim Booster) level 2 to expand your critical range for close range.
They're also semi-budget as well, since most of them just require a 2 Lv2 slots charm (Compared to Phemeto's "budget" builds requiring a Wex2 Lv3/Lv1 charm). Angbata is a good source too for budget builds or rather he does no charm builds. We call those "PC Builds" unless there is a way to make a talisman on switch.

My build is ab7, wex3, spare shot 3, recoil 3, tune up 1, reload 2, crit boost 3,ammo up 3, artillery 3. I’ve been messing around with chain crit by dropping down to ab6 or cb2.
it looks like OP is using crit eye in leiu of WEX. its kind of difficult to say for sure if thats a good idea, bc theres several factors to consider. Using hailstorm and building for pierce is an odd choice. If you want to go pierce then stick to the malzeno/shagaru/narga lines for rapid fire pierce 2. You'll need to find room for some salvo decos but your damage will be way higher. edit: I personally use the Malzeno lbg because walking reload feels so good.
Broadly speaking in terms of play style, LBG has higher mobility, but HBG has better hyper armor and i-frame options (and they've significantly buffed HBG mobility in MHR).
