Since they are static items, the stones can't move, only taken, so it couldn't have been blasted by a fireball or similar. According to Stones of Barenziah , the stone is by a dead conjurer near an apothecary's satchel in the cave; an image exists on that page that you can have a look at for reference. The stone isn't in the Embassy, it's in the cave you exit into next to a corpse. The stone *was* in the embassy, but Bethesda moved it somewhere between launch and the release of legendary edition. It moved when I switched to legendary back on my 360. It's in reeking cave.

Originally the Dark Brotherhood stone and the Thalmor Embassy stone were the ones that you had one chance to get. They have since been moved to different locations so that you can get them.
