I'm having a similar issue to OP, I just made another thread about it. But I have a mini keyboard (Ducky one 2 mini) that doesn't have a home key or function keys. I went into the ReShade file and changed the keybind so that Alt + Shift brings up the menu. When I start the game the banner even says to press Alt + shift to bring up the menu.This file goes into your C:\Program Files (x86)\Origin Games\The Sims 4\Game\Bin. Do not reupload my preset and claim it as your own. Do not edit or change presets and upload it as your own. You can edit and tweak for personal use but don't reupload and always make sure to credit.
