Ya I've tried to grant admin to my character I play on, and it says he doesn't exist as well. I think the character receiving admin has to be in the server when the command is run. I do think that the user at least has to be created. If you want to grant admin to user "X", you will probably have to connect at least once as user "X".
It's currently not possible by default to disable the admin power hud, but a mod was added to the workshop to disable it instead.
