It's a really good weapon on a dex/int build. Katanas have a good moveset and unsheathe is already strong. The moonveil's ash of war is basically unsheathe+ since it gets range. its good, not even close to the actually strong weapons but better than most weapons. Moonveil doesn't so much one-shot as insta-stagger a lot of enemies with the weapon art (the R2 version). A lot of tough enemies get staggered by one L2+R2 and then killed by the critical hit you can follow up with, and a good number of bosses get staggered in like two or three hits from it, too. The only reason to use a katana is unsheathe. And moonveil unsheathe is just better. This is really it right here combined with @Mr_Penguin_007 's post about scaling. Moonveil allows a player to focus minimally on anything other than intelligence and still have insane speed and damage output + ranged WA that still does great poise damage.
