( small lever up.. which is actually horizontal.. ) if it is and acts like that. lift the lever higher and see if it makes a change on your touch control lever. likely you need a cam pin service and linkage adjustment I'm sure someone knows your controls and will help.but I was thinking it possible that your 3pt control had been set low. I can't wait to see what people say who actually know their stuff. Each control should have a screw adjustment I'm thinkin'. Disassemble the control linkage until you can get the part with the worn pin out of there. Press or drive the worn pin out. Replace with the correct hardened dowel pin part number 374072S from Ford/New Holland.
