I suspect each of them only drops with specific criteria, but what that is I am not sure. I mostly do strongholds in hard/challenging.
It allows a skill build that can do weapon damage, it allows a DPS build with a shield that doesn't break in a second and it allows a tank to do gun damage. It is a GREAT backpack, the one downside (for me) is that I can't get a Legendary Build put together that works for me, but that is my shitty shield gameplay. 2.
