If a clean install (software) did not solve, then it's most likely a hardware problem. Hardware stuff can see weird stuff happening without any apparent reason. Try to change the graphic card slot, try another cable, another monitor / TV, another motherboard. Lag spikes and latency issues. So, I recently resubbed for the first time in a couple of months. I play on ps5 and have NEVER had any issue with lag or connection (aside from expansion launch days obv), and everything else in my life that uses internet works perfectly fine. Just a little while ago I was in Amdapor Keep and started lagging like crazy when we killed first boss. By the time we got to the wall it was 5-10 second rubber banding. Got up to like 20 second spikes by the 3rd attempt.
