The obvious choice sounds like divine spark, but great people go fast on deity, and the river goddess is a really strong pantheon when you spawn around many rivers. Imo Civ 6 is more complete without xpacs than 4 and 5 were but that is my personal feeling. The era points mechanic is nice in Rise and Fall but it's nowhere near a must have IMO. Gathering Storm that's coming out now seems to add more meaningful things I think (with diplomatic power, congress, final win type and late game technology)
