Maybe it's a mods issue , who knows , game still buggy after a decade later lol. Bring any follower to the farm and talk to them....a dialog will be available asking them if they would like to be your steward. For whatever reason, I had to bring Faendal inside the farmhouse before the dialog choice became available.

Dragons in the wild spawn on an approximate 3 day timer and that farm's location is very near a couple dragon spawn points. So yes, it's very normal to find one or more dragons there. I actually noticed this too but I don't complain since it's a free soul although it can be annoying sometimes. Happens to me too.

They may stay in the armor as long as you dismiss them and stay in the same cell as them. But the minute you are in a different cell they will revert to their base armor/clothing.
