Depends on what you mean by DEX weapons. There are some fairly slow weapons with good DEX scaling for instance. And the Rapier certainly isn't a STR weapon but it has pretty mediocre DEX scaling (and is a DPS machine in spite of this -- mostly because it's fast enough to take advantage of the damage boost rings in the game)

The one that u have. There are better but i would say the Halberd is one of 1/3 of the most usefull weapons in DS2. It has a great damage (350 at +10 / B scaling in strength with +10) and a super moveset.
