From your test results description, I believe I would jack up the trailer securely and drop the rusty tank pan.The never lube bearing is pressed into the brake drum. On E-trailer they're about $500 pre- installed into a new brake drum. Removing and replacing the bearing isn't a DIY job for most as it requires a hydraulic press, special attachments, and skill.
